“The Republican party asked me to run against [Congressman] Mike Levin in 2020.” That’s what Oceanside city councilman Christopher Rodriguez said two years ago when the Latino ex-Marine who served in Iraq was viewed as a GOP up-and-comer.
“I turned them down,” says Rodriguez about his party’s request for him to represent the GOP in Congress. “I just felt I had too much to do for the city of Oceanside.”
Rodriguez could win a kind of electoral lottery this September.

So Rodriguez instead ran for mayor of Oceanside. He was trounced in November by fellow councilmember Esther Sanchez who topped him with an 11 percent spread. Rodriguez retains his city council seat.
Let’s work backwards through the process:
Before the state holds its primary election in 2022, it has to give candidates the opportunity to file to run;
Before that, it has to create district maps so that those candidates know who and what they’ll actually be running to represent;
And before
But first the state has to get population data from the most recent Census count.
And there’s the rub: California’s next primary election is set for June 7, 2022 and the 2020 Census data that first step is really, really late, partly due to the pandemic.
California can expect some preliminary information to trickle in later this month. That will let us know, for example, whether we as a state are due to lose at least one of 53 congressional seats, as is widely expected.

The panel tasked with redrawing the political boundaries for California s legislative Assembly and Senate districts, as well as the state s 53 congressional House seats, based on the 2020 census is revving up its work as it strives to send the final maps to the secretary of state in time for next year s elections. It is expected the Golden State will lose at least one congressional district when the census bureau releases the results from the decennial tally of the country s population this summer.
Most of the 14 members of the 2020 Citizens Redistricting Commission have begun holding town halls in their regions of the state to educate the public about its work and how they can get involved. People can submit their own district maps for the panel to consider via the website www.drawmycacommunity.org before it tackles drawing the new boundaries in the fall.
