The current agreement is set to expire in 2024.
During the meeting, Belton City Manager Sim Listi was authorized to enter a professional services agreement with KPA Engineers â a Temple-based firm that was previously hired to provide recommendations for the future of TIRZ.
Under this agreement, KPA Engineers will prepare a legal description of the new TIRZ boundary, develop a project plan and financing plan for the next 20-year time period, and will participate in meetings with the Bell County Commissioners, according to a city of Belton staff report.
âWeâve been working on an update of (TIRZ) ⦠which is basically a geographic area where property taxes are reassigned and utilized on improvements that would benefit private developments within that geographic area,â Jon Simcik of KPA Engineers said during the meeting.

City officials identified six segments of Belton roadways in the projectâs change order: North Blair Street between East Fourth Avenue and East Fifth Avenue; Chisholm Trail Parkway between Ingram Lane and Spring Canyon Road; Chisholm Trail Parkway between Matador Cove and Dunns Canyon Road; East Avenue C from Wall Street to east of the median striping; Commerce Drive between the Sparta Road roundabout and the Goodwill store entrance driveway; and Forest Drive.
BELTON â The Belton City Council unanimously approved a resolution on Tuesday in support of House Bill 523 â legislation that would designate a portion of Loop 121 as âDeputy Sheriff John Rhoden Memorial Highwayâ if passed.
Rhoden lost his life in the line of duty in April 2020 while he was attempting to lay spike strips along northbound Interstate 35, near the FM 93 exit ramp, when a tractor-trailer struck him. He was 31.
The proposed legislation would also instruct the Texas Department of Transportation to design, construct and erect markers at the end of each section of highway showing the designation.
Belton Mayor Wayne Carpenter â who wrote a letter to State Rep. Hugh Shine, R-Temple, expressing the cityâs support for the measure â said it is incredibly important to memorialize âone of our local law enforcement heroes.â
