Investigations of man hit, killed by Benicia police car into 5th month
BENICIA There are no new details being released from the investigations into the death of a pedestrian who was struck Nov. 11 by a Benicia patrol car.
Scott Hamers, 48, was hit and killed about 2 a.m. on the 1900 block of East Second Street, north of Interstate 780, where the road goes under the overpass, the CHP reported at the time.
It remains unclear where Hamers was when he was struck or how fast the police officer was traveling when the incident occurred. The CHP did report that the officer was not responding to a call at the time.

Police say teens had ‘ghost’ gun, fired it into brush area
It also thanked the quick thinking of the dispatchers and officers, along with technology.
Dispatchers noticed a silver car parked Tuesday afternoon on Lake Herman and Industrial roads through one of the city’s community cameras in the area.
They then saw two males exit the car, and one of them started firing a gun into the brush area off the roadway.
The dispatchers notified officers and located the car on East 2nd Street and Lake Herman Road.
Benicia city manager promotes from within to replace self as chief

BENICIA The city manager announced Monday that Capt. Mike Greene will replace him as the city’s police chief.
Greene replaces Erik Upson, who joined the department as chief of police in 2015 and was appointed interim city manager in September. The Benicia City Council unanimously made the appointment permanent in January. Greene served as interim chief of police in Upson’s absence.
“I am confident that Mike will continue to lead the Police Department with integrity, accountability and compassion,” Upson said in a prepared statement. “He will ensure the culture and vision of the department continues to move forward.”
Fairfield woman faces felony carjacking allegation after arrest in Benicia
BENICIA A Fairfield woman faces a felony allegation after the carjacking of an elderly woman.
Courtney Fulghum was taken into custody Wednesday night by Benicia police after the Fairfield Police Department issued a be-on-the-lookout notice, according to an update from the Benicia Police Department.
The 32-year-old was spotted at a gas station on East 2nd Street.
She was reported stealing an item, was allegedly confrontational with an employee and left in a vehicle that matched that of the stolen vehicle.
While officers were en route to the scene, dispatchers received a report of the same woman acting in an erratic manner at another gas station on East 2nd Street.
