At the end of the Boone County Council meeting, county Commissioner Jeff Wolfe informed the body that every 1% increase in interest rates will cost the county $5.7 million on the new jail or justice center project.
Two years ago, a consultant told Boone County that it would need a new jail with more cells at an estimated cost of $55 million. The commissioners and Sheriff Mike Nielsen have since been planning for a jail expansion focused on programs which keep offenders from committing more crimes. They are working to limit the expansion project to about $45 million or less.

Concerned taxpayers and local units of government alike have been waiting for Meijer’s filing deadline earlier this month to pass, with hopes they would not appeal their “dark box” case against Boone County to the Indiana Supreme Court. Indeed, the deadline came and went this month, and they did not appeal. The Indiana Tax Court’s ruling stands, and the “dark box theory” is determined to be an unacceptable methodology for property appraisals.
“This is a big win for all taxpayers in helping to end an unfair property tax burden shift from large retailers to other business, home and landowners,” Boone County Commissioner Jeff Wolfe said.
When Boone County cow paths became roads, likely in the 1800s, not much thought was given to securing right of way or an easement for municipalities such as Boone County.
