Robert Cotton Correctional Facility in Jackson is suing the state prison system after allegedly being raped and sexually violated twice at the all-male facility in early 2020. The lawsuit, filed March 2 in U.S. District Court Eastern District of Michigan, alleges the Michigan Department of Corrections failed to abide by its own policies leading the plaintiff, identified only as Jane Doe in the lawsuit, to be housed with a convicted murderer and sex offender who raped her within 24 hours of being bunked together.

Miller, a graduate of East Lansing High School, killed four women between January 1977 and August 1978.  The first, Martha Sue Young, had been engaged to marry Miller but ended their relationship just before she disappeared. He killed the others   Marita Choquette, a 27-year-old editorial assistant at WKAR-TV, 21-year-old Wendy Bush and Kristine Stuart, 30, in the 18 months after Young disappeared. Miller also raped 14-year-old Lisa Gilbert and attempted to kill both her and her 13-year-old brother Randy in their family s Delta Township home.  State officials last denied Miller, 66, a prisoner at the G. Robert Cotton Correctional Facility in Jackson, parole in 2016. If he serves his full sentence Miller, will be released in 2031.
