Below is the full text of his article. “2020 drew to a close with complex and multidimensional upheavals that have not been witnessed in the regional and global politics and economy in a long time. As Vietnamese Prime Minister Nguyễn Xuân Phúc put it, the “ASEAN 2020 ship” has navigated through “rough sea and tumultuous storms of the COVID-19 pandemic, but rocked by economic recessions, disrupted trading activities, and growing strategic competition between major powers in the world that is playing out right within the region.
What’s new? Efforts to resolve the long-running dispute between Kosovo and Serbia over the former’s independence have foundered. EU-led talks brokered agreement on technical issues but have struggled to address core political questions. Washington’s mid-2020 mediation effort fell apart when Kosovo’s president had to step away because of war crimes charges.
Why does it matter? The dispute freezes Kosovo out of the UN and many other international bodies, ensures that both countries are barred from EU membership, leaves minority communities at risk and constitutes an impediment to regional security. Resolving the dispute would be a boon for stability in the Western Balkans and Europe.

The State of Qatar affirmed its keenness to adopt a holistic and integrated approach within the framework of its international efforts aimed at achieving sustainable peace. Qatar stressed the need for the approach to focus on laying the foundations for peace, security, and stability, coupled with providing support to achieve sustainable development goals. This came in a statement delivered by Permanent Representative of the State of Qatar to United Nations H E Ambassador Sheikha Alya Ahmed bin Saif Al Thani at the virtual meeting held by the UN Security Council on “Challenges of Maintaining Peace and Security in Fragile Contexts.”
