74. Quarantine Act 2020 amended
The Quarantine Act is amended –
(a) in section 2 –
(i) in the definition of “communicable disease”, in paragraph (a),by deleting the word “Schedule” and replacing it by the
words “First Schedule”;
(ii) by inserting, in the appropriate alphabetical order, the following new definition – “Fixed Penalty Notice” or “FPN” means a notice in the form set out in the Second Schedule;
(b) in section 3 –
(i) in subsection (1) –
(A) in paragraph (b), by inserting, after the words “allpersons”, the words “, other than such persons or class of persons as may be specified in the Order,”;

THE Coalition for Clean and Fair Elections (Bersih 2.0) proposes that the electoral management body in Malaysia be split into three commissions with different jurisdictions and autonomies. This is so that electoral management can be implemented more efficiently, effectively and independently.
Currently, the Election Commission (EC) bears all the workload of the electoral conduct, such as voter registration, constituency delimitation, as well as the conduct of elections, such as nomination and enforcement of the Election Offences Act with assistance from other agencies such as the Royal Malaysian Police.
This proposal is made based on a research report entitled Three Is Better Than One: Institutional Reforms for Electoral Management in Malaysia. This study was conducted by Chan Tsu Chong and commissioned by Bersih 2.0.

KUALA LUMPUR, Feb 8 Electoral watchdog Bersih 2.0 has suggested that the functions of the Election Commission be divided up into three distinct entities to improve the voting process in Malaysia.
Researcher Chan Tsu Chong said these would ideally be the existing EC, an electoral enforcement commission (EEC), and an electoral boundaries commission (EBC).
“The EC will to administer and conduct elections as well as manage voter registration and the electoral roll, while the EEC will monitor and ensure compliance to elections-related laws, and the EBC will review and delimitate electoral boundaries,” he said during Bersih’s webinar to release its fourth research report earlier today.
