WASHINGTON The U.S. Department of Health and Human Services has published a proposed rule to rescind the Trump administration’s enforcement of a Title X provision that “draws a bright line between abortion and family planning,” as the U.S. bishops’ pro-life committee chairman has described it.
Title X, enacted by the Family Planning Services and Population Research Act of 1970, covers reproductive health care services for low-income patients such as wellness exams, cervical and breast cancer screenings, contraceptives, and testing and treatment for sexually transmitted infections.

WASHINGTON (CNS) The U.S. Department of Health and Human Services has published a proposed rule to rescind the Trump administration s enforcement of a Title X provision that draws a bright line between abortion and family planning, as the U.S. bishops pro-life committee chairman has described it.
Title X, enacted by the Family Planning Services and Population Research Act of 1970, covers reproductive health care services for low-income patients such as wellness exams, cervical and breast cancer screenings, contraceptives, and testing and treatment for sexually transmitted infections.
Section 1008 of the law states that none of the funds appropriated under this title shall be used in programs where abortion is a method of family planning.

President Joe Biden s decision to rescind a regulation governing the Title X family planning program that was enforced by the Trump administration will force abortion to be part of the program and may be unlawful, said the chairman of the U.S. bishops pro-life committee.
