As historic moments go on the Central Coast, 9 p.m. on March 18, 2021, and the 10 minutes or so leading up to it, will always be hard to beat. That s when it began to dawn on hundreds of people who had hung on to the end of that day s marathon meeting of the California Coastal Commission that the commissioners were really, finally going to do it: The shutdown of off-road vehicle activity at the Oceano Dunes had clearly gone from a question of if to a question of when. Throughout the day, the cracks had been appearing in the old regime. The good burghers of Pismo Beach and the South County chambers of commerce popped up to intone once again that no more dune buggies would mean economic ruin, still citing the 2017 economic impact analysis commissioned by State Parks, which the Coastal Commission knew had been thoroughly discredited.

State agencies battle over the future of the Oceano Dunes

Two California state agencies claim to have control over the Oceano Dunes State Vehicular Recreation Area. The California Coastal Commission and California State Parks have been fighting for years over which agency will decide the future of off-road vehicle use in the area.
The parent agency for the two, the California Natural Resources Agency, has let the tussle continue for years even though the conflict has cost the state of California hundreds of thousands of dollars and drawn threats of lawsuits.
Staff is recommending Coastal Commission board members vote to phase out off-road vehicle access over the next five years, and close State Park’s Pier Avenue entrance. The plan also calls for camping and street-legal vehicles to be limited to an area between West Grand and Pier avenues.

After years of ignoring Oceano, State Parks Off-Highway Vehicle Division distributed a flyer to Oceano homeowners with their water bills from the Oceano Community Services District. It advertises a survey about the Public Works Plan for the Oceano Dunes State Vehicular Recreation Area (ODSVRA). State Parks Director Armando Quintero and Deputy Secretary for Ocean and Coastal Policy Mark Gold promised a final draft of the Public Works Plan for the middle of December 2020. This survey was due three years ago, not a week before the deadline of the Public Works Plan.
Clearly, State Parks again has no intention of completing any plan. Besides, the survey is highly flawed. Renters in Oceano do not receive water bills. How will they be notified of the survey?
