In October 2019, Martin submitted a formal written complaint of harassment against Wullbrandt and Bradford.
When Martin made plans to return from medical leave, Bradford told the city clerk she would be placed on administrative leave.
While she participated in an interview with an outside investigator, Martin said city representatives never informed her of the results of the investigation.
“The City’s actions in placing Plaintiff on an involuntary leave of absence, failing to properly investigate her legitimate complaints of harassment and retaliation, and violations of the City Code and Brown Act, and firing Plaintiff on the fabricated and false basis of her position being non-essential were, taken together or individually, adverse employment actions as defined by the California Labor and Government Codes, and Regulations, the lawsuit stated. As a continuous course of conduct, these actions constituted a systematic pattern and practice of illegal retaliation.

The cities have asked for additional information from the county to analyze the data leading to the higher costs.
In addition to the new higher rate for next year, the cities balked at so-called “true-up” costs for 2019-20, through which the county seeks the difference between the estimated and actual costs for service.
“The sheriff’s department has applied those true-up costs but has included major issue here in the current year billing that patrol hours are a part of the true-up billing. Of course, that’s not the case; it’s not part of the contract. That affects the current year and going forward,” Durflinger said.

Work is almost complete on new pickleball courts in Solvang.
The two new courts at Hans Christian Andersen Park and are expected to be ready for use by the end of April.
The City says after several requests for pickleball courts were received, they were able to figure out a way to make them happen.
Donations are helping pay for part of the project and some of the tasks, like building a retaining wall, are being done in-house to help limit expenses.
âWe heard the community ask for pickleball courts, which seemed challenging from a cost perspective, but staff stepped up,â said City Manager Xenia Bradford in a press release. âPublic Works staff has done a tremendous job taking the time from their work-day to make this happen for the community.â

The United Boys & Girls Clubs of Santa Barbara County received the city’s permission to use the Veterans Memorial Hall to provide after-school programming to students of the Solvang School District after it lost its space at the Solvang Elementary School campus.
