Report: National ID is mass exclusion tool

July 21, 2021 Residents of Ojama village register for National IDs In a new report, “Chased Away and Left to Die,” human rights organizations found that Uganda’s national digital ID system, which is key to how individuals access their social rights, leads to mass exclusion. The report, a collective effort of human rights organizations, is the outcome of seven months of in depth interviews with a multitude of victims, health workers, welfare workers, government officials and other experts on the national ID, referred to by Ugandans as Ndaga Muntu. The report argues that the Ugandan government has sacrificed the potential of digital ID for social inclusion and the realization of human rights at the altar of national security.

Priscilla Johnson McMillan, noted historian of the nuclear age and supporter of the Bulletin of the Atomic Scientists, died July 7 at her home in Cambridge, Mass. She was 92. “Priscilla was generous with her time and intelligence. She was astonishingly knowledgeable about Russia as it emerged from the Cold War and equally modest. She will be greatly missed,” said Kennette Benedict, a senior advisor to the Bulletin and former executive director and publisher for the organization. McMillan briefly worked on Capitol Hill for Sen. John F. Kennedy before embarking on a reporting and writing career. She was known for her expertise on the Cold War and nuclear policy. Her articles for the Bulletin included an obituary on physicist and Manhattan Project member Edward Teller.
