Dubai Police have arrested 35-year-old Michael Paul Moogan in the UAE, a man wanted by the National Crime Agency (NCA) – UK for eight years, for his alleged role in a large-scale international drug trafficking plot in the UK.

Dubai Police have recently arrested a man wanted by the National Crime Agency (NCA)-UK, for eight years for his alleged role in a large-scale international drug trafficking plot in the United Kingdom. The arrest was made shortly after receiving a Red Notice from the Interpol.
Michael Paul Moogan, 35, from Croxteth, Liverpool, who featured as part of the Operation Captura most wanted fugitives campaign, was apprehended in Dubai as a result of joint working between Dubai Police and the NCA.

DUBAI, 9th May 2021 (WAM) - Dubai Police have recently arrested a man wanted by the National Crime Agency (NCA)- UK, for eight years for his alleged role in a large-scale international drug trafficking plot in the Kingdom. The arrest was made shortly after receiving a Red notice from the Interpol.
Michael Paul Moogan, 35, from Croxteth, Liverpool, who featured as part of the Operation Captura most wanted fugitives campaign, was apprehended in Dubai as a result of joint working between Dubai Police and the NCA.
Moogan had been on the run since a raid that took place at a café in Rotterdam suspected of being used as a front for meetings between drug traffickers and cartels, and central to a plot to bring hundreds of kilos of cocaine into the UK every week.
Dubai: An employee at a Dubai-based company was stopped by Dubai Police for carrying more than Dh1 million in a plastic bag and riding a bicycle, an official said.
According to Brigadier Tarik Tahlak, director of Naif Police Station, the employee left the bank with the money and was riding a bicycle to return to the company premises, making himself an easy target.
“It is a strange behaviour for a bank customer not to secure this amount of money by carrying the money in a plastic bag. He was summoned to the police station for flouting money transport procedures,” said Brig Tahlak.
The estimated annual street value of his operations reached $82.6 million, state news agency WAM reported.
Bouchibi had been travelling under a false identity. He had also been on the run for 10 years, using forged documents, the report added.
A team of officers were tasked to share information about Bouchibi with the French authorities and Interpol, Assistant Commander-in-Chief for Criminal Investigation Affairs at Dubai Police Major General Expert Khalil Ibrahim Al Mansouri said.
“Our officers, aided by the Criminal Data Analysis Centre at Dubai Police, located the infamous drug lord and arrested him in Dubai within a very short time,” he added.
