The big, black plume of smoke visible in many areas of El Paso Tuesday morning was caused by gas flaring at the Marathon Petroleum oil refinery in East Central El Paso.
“Flares are safety systems that allow the safe combustion of materials in the event of unexpected operating conditions,” V.J. Smith, a spokesman for the refinery, said in an email.
Smith declined to specify what problem resulted in the flaring, which sent black smoke into the air for about 20 minutes beginning around 10:40 a.m.
“The flares are functioning properly and the refinery has deployed air-monitoring resources in areas adjacent to the refinery as a precaution, Smith said. There is no indication of any off-site impact.”
Traffic bound for the Bridge of the Americas to Juárez will be rerouted starting Monday from Interstate 10 to U.S. 54, according to the Texas Department of Transportation.
Juárez-bound commuters will be routed to U.S. 54 to access the ramp leading to the bridge better known as the
puente libre, or free bridge.
Traffic from I-10 will need to travel north on U.S. 54 and use the Pershing Drive turnaround to get on U.S. 54 southbound.
TxDOT said in a news release that the change in traffic control is in response to long backups which have delayed cross-town and even cross-country traffic on I-10 in El Paso in recent weeks.

An El Paso man has died in what is believed to be a carbon monoxide poisoning over the weekend, police and fire officials said.
The man was one of three residents hospitalized Saturday after a suspected carbon monoxide leak in a heater at a home, El Paso Fire Department spokesman Enrique Dueñas-Aguilar said. © El Paso Times El Paso Fire Department fire truck
The man, who was in his 70s, died at a hospital. His name has not been released.
