Reports/Ohio State Highway Patrol
¯ A two vehicle collision occurred April 2 on Ohio 60 in Muskingum Township. Annette G. Morgan, 63, of 411 Strecker Lane, Marietta, and Kenneth F. Huck, 68, of 3980 Huck Road, Lowell, were both southbound on Ohio 60. Morgan’s 2016 Toyota RAV4 was stopped for a traffic light. Huck failed to stop his 2010 Chevy Cobalt within an assured distance and struck Morgan’s vehicle. Huck was cited for driving at a speed that wouldn’t permit him to stop within the assured clear distance ahead.
¯ Ricky A. Koscho, 40, of 109 Keyser St., Marietta, was south-westbound April 2 on Ohio 7 in Marietta Township. Brianne Lee Croker, 21, of 288 Patten Mills Road, Cutler, was eastbound on Ohio 550, turning left onto Ohio 7, going northbound. Croker failed to yield the right of way in her 2008 Ford Escape and struck Koscho’s 2021 Dodge Ram. Croker was cited for not yielding the right of way.
Arrests/Washington County
¯ A deputy responded April 5 to Waterford Road, Waterford, in reference to Devon L. Taylor reportedly taking prescribed medications as well as some other medications. Beverly Waterford Squad was on scene as well. A summons is being requested for Devon Lee Taylor, 18, on a charge of disorderly conduct.
¯ A deputy began an investigation April 6 into vehicles being entered in Grandview Township and items removed. This case remains under investigation.
¯ A deputy responded Thursday to Main Street, Lowell, to a report of domestic violence at this location. Colton Ishmael was outside and stated he and a woman were fighting and it was no big deal. Deputies observed blood on Ishmael’s knuckles.
In October 2019, Martin submitted a formal written complaint of harassment against Wullbrandt and Bradford.
When Martin made plans to return from medical leave, Bradford told the city clerk she would be placed on administrative leave.
While she participated in an interview with an outside investigator, Martin said city representatives never informed her of the results of the investigation.
“The City’s actions in placing Plaintiff on an involuntary leave of absence, failing to properly investigate her legitimate complaints of harassment and retaliation, and violations of the City Code and Brown Act, and firing Plaintiff on the fabricated and false basis of her position being non-essential were, taken together or individually, adverse employment actions as defined by the California Labor and Government Codes, and Regulations, the lawsuit stated. As a continuous course of conduct, these actions constituted a systematic pattern and practice of illegal retaliation.
