Created: February 17, 2021 02:24 PM As federal relief money flowed into local governments to help cover the costs of responding to the COVID-19 pandemic, several police departments in Minnesota spent emergency funding on riot gear, Tasers, body cameras and other civil unrest equipment. 5 INVESTIGATES identified the purchases in a review of more than 1,400 spending reports from cities, towns and counties, which detailed their use of funding received through the Coronavirus Aid Relief and Economic Security (CARES) Act. Those expenses could potentially be flagged during upcoming audits since the federal government made it clear that such funding could only be used to cover expenditures due to the public health emergency.

He stopped in at the Kwik Trip to get fuel and a snack. The manager told the chief that they needed to discuss a gas drive off. He was then handed a photo of the vehicle and suspect. The photo was of him and his police car at the gas pump. He was distracted talking on his cell phone and drove off without paying. This must have been a little awkward when Kwik Trip saw that it was the police who in fact were the guilty party here. Fortunately the police department was able to crack this case.

Well, turns out it was the Big Lake Police Chief, Chief Joel Scharf, pumping gas into one of the police cars. In the photo he s on the phone, obviously distracted by something else. So distracted he completely forgot to pay for his gas.
