Kristin Smart, the long-missing Stockton student, was 19 years old when she disappeared after attending an on-campus party at Cal Poly during her freshman year.
Jeanne Clery was 19 years old when she was raped and murdered in her dorm room by another student while a freshman at Lehigh University in Bethlehem, Pennsylvania, in 1986.
The similar cases, a decade apart, sparked national conversation and shaped legislation that changed universities’ obligations to report crimes, coordinate with off-campus authorities and disclose campus safety data. But have those steps amounted to greater safety for students? And are they enough?
In the weeks after prosecutors formally charged Flores, The Record reached out to schools, students and organizations involved with student safety and assault. Those who agreed to address specific crimes and cases said the answer to both questions is no.
There were 143 rapes reported at N.J. colleges pre-pandemic. Here’s the campus-by-campus breakdown.

But, telling people about all the counseling and help available to college sexual violence victims is one thing, Ford said. Getting them to actually report a rape, fondling or sexual abuse incident to campus police is another.
“I know a lot of survivors,” said Ford, 22, a Rutgers senior. “Most actually did not report. They said, ‘I do not want to pursue this.’”
In the calendar year before the coronavirus pandemic shut down most of their campuses, New Jersey’s four-year colleges received 143 rape complaints, according to an NJ Advance Media review of 2019 crime reports from the state’s 28 residential colleges and their satellite campuses.

NEW HAVEN At 8:30 p.m. Feb. 6, New Haven recorded its sixth homicide of the year, when Kevin Jiang was shot to death on Lawrence Street.
Unlike the five homicides preceding it, the crime made national headlines because Jiang was a Yale student. It s a fact that brought a level of attention that the other slayings didn t receive.
Mayor Justin Elicker said while Jiang s killing has brought the most media attention, it s important for us to underscore the loss of other members of our community and that tragedy, as well, and all of these losses impact the city and in turn the university.
After a more than two-month delay, the college released its Clery Act report last week.
Named for Jeanne Clery, the Lehigh University student raped and murdered on campus, the Clery Act requires all colleges and universities that accept federal financial aid to collect data on crime that is reported on campus, and make that information available to the public. The report is typically due Oct. 1. Dartmouth cited COVID-19 related complications for the delay.
The changes were the result of âa proactive assessment and review of our compliance program, which was carried out during the course of this year,â said Director of Safety and Security Keiselim Montas.
