OKLAHOMA CITY â Two education measures finalized in March mark a win for those who subscribe to the philosophy that public tax dollars should follow students to the school of their choice.Â
Gov. Kevin Stitt on March 31 signed into law bills to alter the school funding formula and expand studentsâ ability to transfer between schools.Â
Supporters of the funding measure, House Bill 2078, say it will more closely align school funding with enrollment trends. And the transfer measure, Senate Bill 783, allows students to more easily and frequently move to a school that better meets their needs.
Those against the initiatives say they will destabilize enrollment and school budgets.Â

Norman Public Schools learning coach Jessica Eschbach is the 2021 Oklahoma Teacher of the Year.
Oklahoma State Superintendent Joy Hofmeister announced the award Thursday in a virtual ceremony.
In a video, Eschbach recognized her fellow teachers for their hard work over the past year and reminded them there’s much more ahead. This pandemic and this year has shown us that there are some inequities that we can face head-on and make sure that every student in the state of Oklahoma is getting access to the best educational opportunities that we have to offer. Our students are going to be our future, Eschbach said.
The announcement was made via a virtual ceremony on Thursday morning.
Eschbach, an Innovative Learning Coach at Norman North High School, was selected among 12 finalists statewide.
Last year s Oklahoma Teacher of the Year was Jena Nelson from Deer Creek Public Schools.
Eschbach will begin her duties as the state s Teacher of the Year on July 1.
