GENESEO - Two scholars with ties to SUNY Geneseo are among some 350 academics across the country to sign an open letter calling for the reform of the filibuster, a procedural tool in the U.S. Senate that allows a minority of senators to prevent votes on legislation supported by the majority.
Justin Behrend, a professor of history who chairs the collegeâs history department, and James Swarts, a former adjunct professor of history who retired in 2017, signed onto the letter, which argues reform of the filibuster is needed to âsustain Americansâ faith in democracy.â
The filibuster has today effectively created a 60-senator supermajority threshold for the passage of routine legislation, the letter argues. This creates an environment in which even bipartisan legislation that is broadly popular among a significant majority of the U.S. population dies in the Senate.
