Harmon is a professor at the University of Virginia School of Law, where she directs the Center for Criminal Justice. A leading scholar of policing, she previously served as a federal prosecutor in the U.S. Department of Justice’s Civil Rights Division, where she investigated and prosecuted civil rights crimes including hate crimes and cases of excessive force and sexual violence by police officers and other government officials.
