Statehouse Bills Moving through Committees Could Impact the State’s Housing, Water, Transportation, as well as Public Safety
The hyper-busy 2021 legislative session is rolling along at a pace that can make it hard for the general public to keep up, let alone read the dozens of bills passing through committees prior to reaching the floor of the Colorado General Assembly. The activity is partly the result of the COVID-shortened 2020 legislative session. Four bills have come before committees during the first half of this week that could have both statewide and local impact.
It is important to note that bills that pass through the Finance Committee and are assigned a budget line appear to have a better chance of becoming law.
After Governor Jared Polis signed Senate Bill 111 into law on March 21, the Colorado Office of Economic Development and International Trade (OEDIT) was tasked with distributing $4 million to implement a new social equity cannabis advancement program so how will the money be spent?
The program is intended to spur participation in the state s marijuana industry from communities impacted by the War on Drugs. According to Representative Leslie Herod, a prime sponsor of the bill, distributing the money is up to OEDIT s discretion although OEDIT can hire third-party contractors to distribute the money and create technical assistance programs, as well.
Senator Dominick Moreno, another prime sponsor, adds that lawmakers will be reviewing the process in years to come. OEDIT has three years of spending authority, at which time the [Joint Budget Committee] and General Assembly will evaluate the program and contemplate further funding decisions, he says.

Colorado lawmakers recently passed a bill that would provide state housing assistance to illegal aliens. That bill is headed for Gov. Jared Polis’s desk for his signature Wednesday.
If Polis signs the bill into law, it will eliminate the requirement for people to show paperwork to confirm they are legally in the U.S. to sign up for state housing assistance.
The bill, HB21-1054, would be the first law of its kind in the country, according to state officials, as reported by
