Before joining Gibson Dunn, Phil clerked for the Honorable Jennifer Walker Elrod on the U.S. Court of Appeals for the Fifth Circuit. He holds a J.D. from Yale Law School, where he was President of the Veteran’s Association, Executive Vice President of the Federalist Society chapter, and Managing Editor of the
Yale Journal of Law & Technology. He also holds a B.S. in Economics from the U. S. Military Academy at West Point, where he graduated as a Distinguished Cadet. Prior to law school, Phil was a Captain in the U.S. Army.

On May 15, 2021 the dialysis unit at the GV Sonny Montgomery Hospital, located at 1500 West Woodrow Wilson in Jackson, MS, closed their out-patient unit, where Air Force Veteran Clarence Hopkins had been receiving treatment 3 times a week for over ten years.
On Monday, he and a group of veterans and other supporters gathered outside the medical center in protest of the closure.
Legislative conference committee advances bill to build new Holyoke Soldiers’ Home

HOLYOKE A joint Legislative committee has advanced a bond bill pledging $400 million for a new Soldiers’ Home in Holyoke, putting it one step closer to Gov. Charlie Baker’s desk.
The committee headed by state Rep. Joseph Wagner, D-Chicopee, gave a nod to financing a new, state-run home on Cherry Street in the wake of a deadly COVID-19 outbreak, plus a labor agreement and $200 million bookmark for expanded veterans services across the state.
The House and Senate are expected to sanction the bill through votes in the coming days. The bond bill will be headed for Baker’s signature shortly after, Wagner said.

Graham said. “There are only seven countries that allow wholesale abortions at the 20-week period, including China and North Korea. The United States should not be in that club.”

After confusion regarding signing up for COVID-19 vaccine appointments in Massachusetts this week, one state senator has filed for emergency legislation to create what he hopes is a better system.
“We must end the confusion,” Sen. Eric Lesser tweeted.
The legislation includes creating a one-stop, online sign-up for COVID-19 vaccinations for both desktop and mobile registration. It also requires a 24/7 hotline to help answer questions in multiple languages.
