The Biden administration will outline exactly what it “stands for” when it comes to IT delivery in government, Federal CIO Clare Martorana said.
The Office of the Federal Chief Information Officer and Federal CIO Council have started work on a new governmentwide IT modernization strategy to replace the IT Modernization Plan put in place under the Trump administration, President Joe Biden’s top IT leader said Wednesday.
When it comes to IT, the Biden administration has not been shy about rolling out cybersecurity directives, as major breaches and security incidents continue to crop up. But there has been little guidance related to IT delivery produced during the first months of the new presidency.

After two years in limbo and a pandemic forcing more adoption of digital services, House lawmakers want to see real guidance issued in the next 45 days.
More than two years after Congress passed a law requiring federal programs to meet minimum usability standards for their websites and digital services, lawmakers are asking the Biden administration to give agencies real implementation guidance.
The 21st Century Integrated Digital Experience Act, or IDEA Act, passed in 2018 during the Trump administration, has seen little implementation across government. Deadlines outlined in the text of the law came and went without agencies receiving guidance from OMB, preventing any formal metrics or uniform implementation plans.

While most of the changes will be cosmetic, the design update is the result of years of user feedback and adherence to relatively new digital services standards.
Come Monday, the General Services Administration’s central procurement website, beta.SAM.gov, will get a new look, shuffling and tightening the image and feel of the site in response to years of user feedback.
The design update scheduled for April 26 is the first of a two-step process that will end in the merger of beta.SAM and the original SAM.gov the site that hosts the System for Award Management registration function, required for all organizations contracting with or receiving grants from the federal government. At that time currently set for May 24 SAM.gov will be retired and beta.SAM will lose the “beta,” become SAM.gov and subsume all of the legacy SAM functionality.
