Along with Lindsay, council members Sharon Holley, David Richardson and Matthew Jarrett were also absent from the meeting Monday evening. Jarrett attended the meeting virtually, but he could not vote on any issues discussed.
Since five of the eight council members were present in-person at least five council members are needed for quorum the council was able to have its meeting.
