I was pleased to read about this deal as it indicates a clear desire and intent to do something important that is long overdue. However, promising and achieving are two very different things, and I believe the governments will find it very difficult to make these promises a reality. Providing subsidies to parents is only a mater of money, and is fairly easy to accomplish. The problems occur when efforts are made to increase the number of child-care spaces available.

Of TransLink’s 205 new SkyTrain cars from Bombardier, 125 will replace first-generation MKIs and support the Broadway Subway Project; 80 will operate on the Expo and Millennium lines to improve capacity. (TransLink, Twitter)
TransLink has selected Bombardier Transportation to supply 205 new SkyTrain cars for the Expo and Millennium lines of its automated rapid transit system in Vancouver. The C$722.6 million contract will be signed in the coming days, the agency reported. Delivery of the first car is expected in 2023; all cars are slated for service by year-end 2027.
Of the 205 cars, 125 will replace first-generation Mark I vehicles and support the Broadway Subway Project, which will extend the Millennium Line 5.7 kilometers (3.5 miles). The remaining 80 will operate on the Expo and Millennium lines to improve capacity ....

When King George Station opened in 1994, it was the furthest east SkyTrain’s Expo Line travelled. Although it gave some residents access to downtown Vancouver, it barely scratched the surface, leaving most of the Fraser Valley without direct access to rapid transit.
As the Fraser Valley grew, many realized that having the SkyTrain terminate in Surrey wasn’t enough. Other infrastructure projects and lack of funding persisted. Now after a generation of waiting, a SkyTrain extension through Surrey and into Langley City is within reach.
Why Now? 
The Fraser Valley is experiencing a population boom, and that momentum is expected to continue. According to TransLink, “it is expected that by 2050, the City of Surrey, City of Langley, and Township of Langley will welcome 420,000 new residents and 147,000 new jobs.” ....
