The proposed P405.6 billion Bayanihan 3 law that will grant all Filipinos P1,000 to P2,000 cash aid and another P10,000 each for families that absorbed the serious impact of the raging novel coronavirus disease (COVID 19) pandemic, won swift approval from two House of Representatives committees on Monday, May 3.
In a joint committee hearing conducted by the House Committees on Economic Affairs and on Social Services, chaired by Albay Rep. Joey Sarte-Salceda and Quezon City Rep. Alfred Vargas, respectively, six bills to be consolidated were approved and will be sent to the Committee on Appropriations that will decide on the proposed P405.6 billion allocation.

Arroyo, currently chairman of the House Committee on Energy, is a member of Lakas-CMD headed by Romualdez as party president. He is the son of the party founder, former president and former speaker Gloria Macapagal-Arroyo.

Deputy Speaker and Abono Partylist Rep. Conrado Estrella III on Sunday, March 14, assailed as “baseless and pure fake news” media reports claiming that Speaker Lord Allan Velasco is planning to oust Leyte Rep. Ferdinand Martin Romualdez as majority leader of the House of Representatives.

“Whoever has been spreading this fake news does not know Speaker Velasco. The speaker knows pretty much that the country must unite for a common purpose of fighting off COVID-19 and that this is not time for politics,” said Estrella.
“Our leader (Velasco) knows that we should be sending doves to our critics, not wolves, in order for us to join hands in addressing the COVID crisis and in saving Filipino lives,” stated Estrella, considered as among the well-respected statesmen in the Lower Chamber.

Deputy Speaker and 1Abono Partylist Rep. Conrado Estrella aired this opinion as he backed the Duterte-Duterte tandem in 2022 which presidential chief legal counsel floated during a dinner with top local government executives in vote-rich Pangasinan on Tuesday.
Another deputy speaker, Ilocos Sur Rep. Deogracias Victor Savellano, said he will not be surprised if Mayor Duterte and President Duterte win as president and vice president, respectively.
Estrella, a Pangasinense, pointed out that Mayor Duterte and her father have already proven themselves as sincere and worthy leaders of the country and are both “highly qualified” to run.

Expressing deep concern over the rising number of road crashes in the country, the House Committee on Transportation moved for the swift approval of a bill mandating comprehensive education course on road safety and proper courtesy for drivers applying for license renewal or have been apprehended for violating land transportation rules and regulations.
Authored by Deputy Speaker and ABONO Partylist Rep. Conrado Estrella III and Rep. Edgar Mary Sarmiento (NUP, Samar), House Bill 7898 breezed through the committee deliberation and will be sent for deliberation in the plenary.
In Wednesday’s committee hearing, San Jose del Monte City Rep. moved for the approval of the measure after various government agencies and the private sector declared their support for the measure.
