RESIDENTS at a Chester suburb have expressed frustration at being penalised for using the car park at their local shops. A number of residents have complained about being incorrectly issued with fines at the Green Lane car park shops in Vicars Cross. The shopping area is popular with local residents, home to, among other businesses, a Spar and a pharmacy. But what residents say is faulty ANPR camera equipment has led to a swathe of fines being posted to residents who were incorrectly judged to have stayed beyond the two-hour limit. Such has been the extent of drivers being fined that motorists are now choosing to park on the roads surrounding the shops instead, for fear of getting caught out by the cameras and being faced with a fine of up to £60.
