WASHINGTON The Navy Emergency Preparedness Liaison Officers (NEPLO) program mobilized 10 Navy Reserve Sailors from Navy Region Naval District Washington and Navy Region Mid-Atlantic units, Jan. 17-24, in support of the inauguration of Joseph R. Biden Jr. as 46th president of the United States. The NEPLOs served as liaisons providing inauguration information and situational awareness to federal, state, and local emergency management agencies and U.S. Army Northâs Defense Coordinating Element for the Federal Emergency Management Agency (FEMA) Region III â each in support of Joint Task Force-National Capital Region. âI believe this inauguration was the most unique in history because of both the high level of security and the lack of attendees, due to the pandemic,â said Capt. Andrew Shank, commanding officer of the NEPLO Naval District Washington unit. ....

Joey Seymour, a native of Huntington Beach, California, is one of more than 800 service members assigned to Joint Task Force-National Capital Region. JTF-NCR is a joint service command charged with coordinating all military ceremonial support for the 59th Presidential Inauguration. As a joint command, JTF-NCR includes members from all branches of the United States armed forces operating under the auspices of Joint Force Headquarters-National Capital Region. Seymour has six years of military service and currently serves as the JTF-NCR public affairs liaison officer to the National Joint Information Center. ....
“It was really exciting to hear I was going to support the 59th presidential inauguration,” Troutman said. “Being on my first enlistment, it was a great feeling that my leadership had a lot of faith in me to send me here.” Troutman, who holds a bachelor of science degree in criminal justice from Florida State University, is the first and only person in her family to serve in the military. Still, she said, her family members and the military orientation of Fort Walton Beach were major influences on her decision to join the Air Force. “I worked as a lifeguard on Eglin and Hurlburt Air Force Base, and I had the privilege to meet many people of both enlisted and officer ranks,” she said. “They would always tell me their stories of where they traveled and the different people they were able to meet. ....
