With 21 senators voting in the affirmative, Senate Bill (SB) 2027, sponsored by Sen. Richard J. Gordon, chairman of the Committee on Government Corporations and Public Enterprises, was approved on third and final reading.
Under SN 2027, the President, upon the recommendation of the Social Security Commission may suspend the scheduled increase for six months and may extend the deferment for another six months for a total of one year.
The measure seeks to amend section 4(a)(9) of Republic Act No. 11199, also known as the “Social Security Act of 2018,” which allows the Social Security Commission, the governing body of the SSS, to implement the contribution rate increase.

The Committee on Government Enterprises and Privatization declared as urgent the passage of House Bill 8317 which contained a congressional authority for Duterte to act swiftly in preventing SSS from collecting additional membership contributions.
Authored by Speaker Lord Allan Velasco, HB 8317 gives a chief executive said power only during “times of national emergencies” such as the current COVID 19 pandemic that has caused severe economic impact on Filipinos.
The bill also seeks to amend Republic Act 11199, the Social Security Act of 2018, that mandates gradual increase in monthly premium contributions of both employees and employers.
Chaired by Paranaque City Rep. Olivarez, the government enterprises committee also conducted initial deliberations on six other bills referring to the hike in SSS contribution.

Metro Manila (CNN Philippines, January 21) Two committees in the House of Representatives approved on Thursday measures granting the President the power to suspend scheduled contribution hikes in times of national emergencies.
The Committee on Health approved House Bill No. 8316, or an act granting the country’s chief executive the power to suspend scheduled contribution increases of Philippine Health Insurance Corporation, amending section 10 of the Republic Act No. 11223, or the Universal Health Care Law.
In a position paper, PhilHealth President and CEO Dante Gierran said they fully support the measure provided that the subsequent scheduled increases in the premium contributions shall be adjusted to fall on the years following the lifting of the suspension.
