He also was charged with raping a second girl on Friday.
Lawrence Williams, who became a foster parent last year, was charged with sexual battery on a person under 12 years of age, punishable by a mandatory life in prison. Williams was also charged with lewd/lascivious molestation by a person 18 or older on a victim under 12, which is a first-degree felony punishable by up to 30 years in prison.
Williams was also charged on Friday with additional charges of capital sexual battery and lewd and lascivious molestation on a different child who was also under 12 years old. Williams was served with the no bond warrant on the new charges at the Volusia County Branch Jail.
Judge David O. Carter held a hearing in the case against the city and county of Los Angeles, which has led to a sweeping order to end homelessness on skid row.
