Janice Hahn on April 9 announced a historic first for the nation, giving back land wrongfully taken from black owners to their descendants. The land in question, a beachfront plot in Manhattan Beach, Los Angeles, was taken from the owners under eminent domain, or forced sale, in 1924. It is now worth an estimated $72 million.
