Within minutes after a Montoursville patrolman arrived on the scene of a two-vehicle crash on Interstate 180 in the borough about 4:40 p.m. on Jan. 23, one of the drivers, Brandon Howey, told him he had “too much” to drink and was “messed up,” according to court records.
While driving, Howey, 40, of 834 Hepburn St., slammed into the back of a disabled vehicle, police said, adding that the other driver suffered severe back and neck pain and was taken by ambulance to UPMC Williamsport.
“There was a very strong odor of alcohol coming from Howey’s breath,” the investigating officer said in an affidavit.
