Op-Ed: We need fair Basic Education Funding in Pennsylvania's budget

Alex Battaglia, Karen Pooley, Laura Johnson and John Barnett On Feb. 3, Gov. Tom Wolf proposed a bold budget for 2021-22 that would substantially increase Pennsylvania s K-12 Basic Education Funding budget. Perhaps most importantly, it would distribute most of that increase to school districts using the Fair Funding Formula that was adopted by the legislature in 2016. Our organization, Pennsylvanians for Fair Funding, urges our legislators to utilize the fair funding formula for all BEF. In the five years since this legislature was passed, only new funding has been directed to schools through the fair funding formula, which is only a small fraction of total school funding just 11% in the 2020-21 school year budget. Pa. budget proposal would level playing field for underfunded public schools | Letter

Pa. budget proposal would level playing field for underfunded public schools | Letter Updated Mar 03, 2021; On Feb. 3, Pennsylvania Gov. Tom Wolf proposed a bold budget for 2021-2022 that would substantially increase Pennsylvania’s K-12 Basic Education Funding (BEF) budget. Importantly, it would distribute most of that increase to all school districts using the Fair Funding Formula adopted by the legislature in 2016. We strongly urge our legislators to support this. Pennsylvania shortchanges most public school students including roughly 80% of Black and Hispanic students by distributing BEF unfairly. For students in underfunded districts, this means fewer A.P. courses; outdated books and technology; higher student-teacher ratios; and fewer counselors, nurses and librarians.
