READERS have given their opinion on a man being handed a fixed penalty notice for breaching Covid-19 rules. A 22-year-old from Barrow was handed a fine for being outside a place he lives without a reasonable excuse. In a video shared on social media and shot in Ulverston town centre, the man is arguing with police after being issued a fine by an officer. According to Cumbria Police the man was initially arrested after refusing to provide his full details but he was subsequently de-arrested once his details were established.
