Police forces struggled to enforce lockdown rules because ministers did not provide a heads up on policy changes - leaving officers to find out about restrictions on television, a watchdog will reveal today.
In a damning report, HM Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS) blasted the government for communicating restrictions often at short notice and subject to change .
