The city administration is facing dueling investigations into claims by two department heads that the mayor and her staff have not only created a toxic work environment, but neglected financial obligations to one of its employees.
A cease and desist order was sent by former city solicitor Mark Rumley to Mayor Breanna Lungo-Koehn, Assistant City Solicitor Kim Scanlon and Director of Human Resources, Diversity and Inclusion Neil Osborne in early June, demanding city officials stop harassing behavior towards the city s chief financial officer/auditor/finance director Aleesha Nunley Benjamin.
The order also demanded Michael Durham, the city’s director of the Office of Veteran’s Affairs, be compensated for work done to clear out a backlog of contested parking tickets after becoming the city s hearing officer in 2020. ....

“We’re in a recession,” she said, while showing a power-point presentation slide reading, “The deep recession started February 2020. State Gross Domestic Product decreased 3.4%, 31.6% in Q2 due to declining tax revenue. State growth dropped from 6.8% to 2.2%. July 2020 state taxes started to recover 48% of jobs. However, the pace of economic recovery has declined due to the resurgence of COVID-19.” ....
