Six of Kelly s funding requests are for projects in Erie County, also including almost $5.5 million for a new aircraft parking area at Erie International Airport and $1.4 million for Erie shipyard improvements. Kelly s requests total more than $11.3 million. Earmarks allow federal lawmakers to target projects for funding from about $14 billion, or 1%, of the federal government s annual discretionary spending. The money will be divided among legislators in the House and Senate.
