25 incumbent, former Silay City officials cleared of graft charges

Published February 15, 2021, 2:41 PM Twenty-five incumbent and former officials of Silay City in Negros Occidental have been cleared of graft charges involving P18 million in information technology project that was contracted directly with the supplier in 2008. Cleared were former Mayor Jose L. Montelibano; incumbent councilor Michael S. Maravilla and former councilors Jose Raymundo S. Locsin, Mario S. Torres, Ramon L. Jison, Salvador S. Segovia, Joedith C. Gallego, and April Grace O. De Los Reyes; City Administrator Ignacio J. Salmingo; officer-in-charge Elsie S. Jimenea of the office of the treasurer; and officer-in-charge Emmanuel S. Arsenal of the office of the city accountant.

Sandiganbayan clears 2 former Camarines Sur health officials – Manila Bulletin

Published February 9, 2021, 3:46 PM The Sandiganbayan has dismissed the graft charges filed against Camarines Sur’s former rural health physician Bernadette Galan Carlos and medical officer III Gerardo Nolasco Villafuerte in connection with the alleged anomalous security service contract entered into by the province from 2008 to 2009. (MANILA BULLETIN FILE PHOTO) In dismissing the charges, the anti-graft court granted the demurer to evidence filed by Carlos and Villafuerte. Demurer to evidence is a legal option available to an accused who can seek the dismissal of the charges against him or her on the ground that the prosecution’s evidence is weak.  The plea is usually aired in a formal pleading after the prosecution has terminated the presentation of its evidence.

Sandiganbayan orders forfeiture of ex-AFP comptroller Ligot's assets worth ₱102-M

endIndex: Metro Manila (CNN Philippines, February 5) The Sandiganbayan s fourth division has ruled that retired Lt. Gen. Jacinto Castillo Ligot, former military comptroller, unlawfully acquired over ₱102 million worth of properties which are now ordered forfeited in favor of the government. In a 70-page decision promulgated on Wednesday, the anti-graft court said Ligot and his family failed to prove the assets they acquired from 2001 to 2004 were out of their lawful income. These include condominium units, houses, pieces of land, and investments in the Armed Forces and Police Savings and Loan Association, which were either under Ligot s name or the names of his family members. While they denied purchasing some of the properties, they did not present evidence to back their claims, according to the decision penned by Associate Justice Bayani Jacinto.
