Seattle softens stance on parking limit for those living in RVs, other vehicles Matt Markovich, KOMO News reporter While making his regular enforcement rounds, Joe Ingram drove down Utah Avenue in Seattle’s SoDo district recently while looking for those in need of help. He ended up having a conversation about parking enforcement by the city with Jesse Hebison, who lives in his 30-foot RV on a street where there are many people just like him. “It’s supposed to be a moratorium on the 72-hour rule, Ingram said, referring to Mayor Jenny Durkan s announcement that the city’s moratorium on parking enforcement would end April 1. The city is getting weird.”
