WASHINGTON, D.C. – Today, Rep. Dean Phillips (MN-03) introduced the Arctic Diplomacy Act of 2021, legislation that would establish a United States Ambassador at Large for Arctic Affairs. The newly created Arctic Ambassador would work with partner nations to maintain peace and stability while encouraging environmentally sustainable natural resource management and economic development. The bill would also mandate an Arctic Region Security Policy to bolster U.S. diplomacy, advance principles of good governance, and enhance resilience capacities to combat climate change and increased militarization.
Earlier today, the Russian Federation began its two-year term as chair of the influential Arctic Council, the international body dedicated to promoting cooperation in the region. Governor Yang Seung-jo was invited to The Powering Past Coal Global Summit 2021 as an Asian representative
CHUNGCHENGGNAM-DO: Chungchenggnam-do province, in the southwest of the Korean Peninsula, will achieve carbon neutrality by 2050 through close cooperation with local residents, the provincial council, and civic organizations, Governor Yang Seung-jo told an international summit of leaders from national governments, regions and cities, banks and investors, energy majors and grid operators, academia and NGO, youth and health groups.
Governor Yang presented the province’s proactive coal-phaseout policy, noting that Chungcheongnam-do hosts half of the 60 domestic coal-fired power plants, transmits over 60% of electricity generated by these plants to other provinces, and accounts for 22% of the greenhouse gas emissions by Korea.

As the EU works on its Arctic policy update, to be published by the end of this year, youth representatives from the European Arctic have called on policymakers to ensure that Arctic youth and Indigenous peoples are included in the actions that will directly affect their futures.
“Perhaps in the past, authorities, in general, have been guilty of paying lip service to the views of people who live in the Arctic, to indigenous peoples and also to young people,” Michael Mann, EU Special Envoy for Arctic Matters, told EURACTIV during a recent event.
“In our policy update, we aspire to unlock the potential of sustainable development in Arctic regions for the benefit not just of the Arctic, but also for the rest of the world,” he added.
