Asian universities close again amid new coronavirus wave

Asian universities close again amid new coronavirus wave Amid a new COVID-19 wave in South and Southeast Asia and fears of a highly transmissible deadly variant from India that has devastated that country and overwhelmed the Indian health system, universities in countries neighbouring India have reversed plans to re-open universities and colleges and brought in new lockdowns. Students in countries such as Pakistan, Bangladesh, Sri Lanka and Afghanistan now fear they face another disrupted academic year and lost education, saying their governments have barely tackled problems in accessing online education experienced during the first wave. And they say universities are no better prepared than last year to cope with the new wave, despite plans to vaccinate students and provide other facilities.

Calls grow for parliamentary restoration of HEC autonomy

Calls grow for parliamentary restoration of HEC autonomy A decision by the Pakistan government to revoke the autonomy of the Higher Education Commission (HEC) is being met with increasing resistance from politicians, academics and civil society. Activists and Pakistan’s main opposition political parties teamed up against the presidential ordinance on 8 April, which placed the higher education regulatory body under the federal education ministry, calling for parliamentary scrutiny of the decision. HEC Chairperson Tariq Banuri was also removed in the middle of his four-year term. More than 150 academics, politicians and civil society representatives wrote an open letter to Prime Minister Imran Khan on 26 April calling on him to withdraw the ordinance and restore HEC autonomy.

Ousted head of HE commission slams removal of autonomy

Ousted head of HE commission slams removal of autonomy The government in Pakistan is facing widespread criticism over abruptly ending the autonomy of the Higher Education Commission (HEC), the higher education financing and regulatory authority, by amending a 2002 law by presidential order, bypassing parliament. The new order, which was not tabled before parliament, was signed into law by President Arif Alvi on 8 April, while taking effect from 26 March, ending the autonomy of the HEC by placing it under the federal education ministry. Pakistan’s constitution provides for emergency law-making through a presidential order when parliament is not in session, but academics, civil society organisations and political leaders question why this emergency provision was applied to the HEC and have strongly condemned and protested the promulgation of the presidential order termed “HEC Amendment Ordinance 2021” that strips the HEC of its administrative and financial powers.
