Eden Housing Project Plan to Go Before the City Council Monday

LIVERMORE — A project proposed for the Downtown Core will go before the council next week in a meeting that could span more than one day. Livermore Mayor Bob Woerner said at a recent council  session that the May 24 hearing for Eden Housing — the 130-unit, four-story affordable housing project proposed for the city’s downtown core — could take more than one day due to the anticipated number of public speakers.  The housing complex has seen its share of controversy within the community. Those who support it want the housing now; those who oppose the plans want the housing moved across the street to enable a park on the vacated land and create more units on the new location.

100 Percent Affordable Overlay: Next Up for Berkeley s Reform Movement After moving forward with parking and zoning reforms, the Berkeley City Council is also considering a new Affordable Housing Overlay on a model previously adopted in Cambridge, Massachusetts. March 5, 2021, 8am PST | James Brasuell | Berkeley is not resting after taking several significant steps toward planning reform in recent months first by removing residential parking requirements in most parts of the city and then by voting to rescind single-family zoning. Berkeley Councilmember Terry Taplin has also sponsored a 100% Affordable Housing Overlay, building on a model provided by a similar overlay approved by Cambridge, Massachusetts in October 2020.

After the collapse of the California Senate’s 2020 Housing Package in November of last year, the seeds of a new attack on the will of Californians to determine their own local housing policy were planted at the end of the last session of the Legislature. The failure to pass SB902 was the third strike in Sen. Scott Wiener’s attempts to end single-family zoning in California as a means to punish single-family residents and enable developers to profit by meeting demand for market rate housing in California. Wiener’s previous attempts with SB827 (2018) and SB50 (2019) also did not pass. But sure as weeds that shoot up in spring, a new Senate Housing Package for 2021 was crafted in December and now has taken root. Like a weed, the package is fronted with a pleasant bloom of beneficence and creative thinking, but that masks a root system whose effect, if not intention, is to undermine local planning and control (while not leading to any meaningful increase in needed affordable housi
