Complex health care legislation is often fraught with unintendedconsequences. This is evidently true with the large andcomplex bills enacted by the House and Senate to establish apatients' bill of rights. They are highly prescriptive, withregulatory provisions that not only govern the numerous operationsof managed care plans, but also encompass fee-for-service plans.
