Now, that meets what the Congressional Budget Office had predicted after the disastrous rollout. They had ratcheted their initial estimate of 7 million down to 6 million. It is still possible with four days left that the administration could hit that original 7 million target. That does not however resolve the questions about the financial viability of the exchanges.
