The heads of four City of Joburg (CoJ) entities must be hauled before a disciplinary committee for contravening by-laws because had they performed their duties, the Usindiso building tragedy that claimed 76 lives could have been avoided, Justice Sisi Khampepe has recommended.

A day after the official release of the damning report that found the City of Johannesburg and the Joburg Property Company liable for the Usindiso building fire in which 76 people died, the entities have yet to respond.
"There is no case that amply demonstrates the consequences of failure to comply with the obligations that the law placed on a municipality and [(property]) owner than the calamity that was Usindiso.”
