they should make available licensed and unlicensed spectrum necessary for competitive wireless broadband. our use of auctions a competitive device in their own right, for a signing license spectrum is well known and in most quarters well celebrated. making available spectrum for unlicensed use draws less public attention, but as the remarkable success of wi-fi demonstrates, it is literally an indispensable element in the provision of broadband today. and if more indispensable is a permissible concept, it will be more indispensable to the broadband of tomorrow. i recently spoke to the person under which the law was created and when i came onboard at the agency, the question of whether the broadcasters would show up at the incentive action was auction was a matter of debate. i am quite encouraged from what we have been hearing from broadcasters. while we are talking about spectrum we should not overlook the role it will play in determining who is the international leader in 5g
