They do believe that its unusual for someone to follow another person for that length of time, so that is why why police think there must have been an incident or confrontation between them before she was shot and killed. What the connection is, and what the incident was, s unclear, the length of time she was followed, shows the shooter or shooters intent. The fact they followed her, all of the way up to the 51, and continued through multiple city streets, showed intent and their mind shut down as to who they were endangering.
