over a car is more rare. the number of police stops in oakland is down some 75% from a few years ago. that s according to numbers obtained by the chronicle which shows oakland police made about 68,000 stops in 2008 and 2009. in 2010, the number went down to 49,000. in 2011, another huge drop to about 25,000. and by the end of this year, the projected number of police stops in oakland will be 15,733. police cite factors including layoffs which reduced the police force by 25%, cops running from one 911 call to another making it harder to make stops in between. also, special investigative and traffic teams have been disbanded including the motorcycle squads. just the motorcycle squads alone would be responsible for an average of 35,000 stops so that s probably the most contributing factor i can point to. reporter: some first said off camera is that there is a complicated time-consuming paperwork process because of some past abuses by individual officers, every officer now
