financial instrument to try to get others to do what we want. first thing i want to do is just ask you as, you know, since you ve been involved in so many different policy positions over the recent decades, how much of a change do you feel there is in thinking about the effectiveness of these different instruments? and if sanctions are becoming more prominent as a tool for u.s. foreign policy, does that change who the nature of the of the policy conversation since those who implement sanctions are different than those who implement the use of military force? well, clearly sanctions are a kind of foreign policy tool of the month right now, and i don t mean that, you know, sarcastically. it s what i do. there is they have been seen as relatively successful in a number of cases, and they are a they are a tool of choice in situations like you like the one you mentioned. where do you go from diplomatic pressure short of military force? and sanctions have been developed
