hayward to show us what people and authorities can expect tomorrow. reporter: thousands of people are expected here tomorrow and throughout the week all trying to get in here. take a look at one of the covid-19 testing tents. this is where people will come to be screened and if they re showing any symptoms like fever, cough, or shortness of breath they ll be tested. my understanding there should be thousands of people. reporter: tonight security guards are guarding precious real estate. monday morning the first ci city-run covid-19 testing center in the bay area launches in hayward. anyone from any city can come, regardless of immigration status. honestly, i think it s really good. reporter: noah jay is taking care of his 93-year-old grandmother. with the bay area going and all the shelter in places it s a good idea to stay proactive. reporter: the testing center will have between 200 and 350 test kits available per day. provided by menlo park s avalino labs. a

it s only been open for six weeks but people who live near the navigation center say it s already become a magnet for tents and drug user. now there is an effort to block additional shelters throughout the city. amber lee is live along san francisco s waterfront. reporter: a neighbor to this new navigation center tells me he supports the new measure, limiting the number of navigation centers and where they should be located. he tells me this new center has attracted more homeless people into the area. this controversial waterfront navigation center along san francisco s embarcadero has been up and running since december 20th. a neighbor said he just learned that someone died at this navigation center. he showed us this critical incident report, it reads there was a person in the restroom deceased. it goes on to say my first response was to administer narcan as a precaution, there was no reaction. lee says these are photos of the homeless encampment s that have popped up
costing him thousands of dollars. the news at 11:00 starts right now. he is picking up that shattered glass amidst the lingering smell of tear gas. a homeowner in the south bay got a surprise visit by the cops who were looking for a murder suspect. it turns out they found the suspect but next door. as for that homeowner with all the damage, he s actually now stuck with the bill. nbc bay area s ian cull is at the san jose police headquarters. what happens now, ian? reporter: we re still waiting to hear more from police about that specific home. in the end they were able to arrest that suspect but during the manhunt, one neighbor says that his house was trashed. he now has thousands of dollars in damage. it took all night, and finally at 3:00 a.m. on vista verde drive, a barricaded suspect was arrested outside of this home in san jose. victor urribe lives next door. i m not okay, but there s not much i can do. reporter: it appears officers thought the suspect was in h
