i think that would have been far preferable to what ended up happening which i think is a bunch of trading and retrading that is throwing 10 million american children back into poverty. it is disgraceful. let s talk about the child care tax credit. i m one of those that assumes that it is a standalone bill, this can get negotiated. where are you on means testing? i think that 97% of the people that are receiving there are working and bureaucratic obstacles that we get involved with trying to figure out how to get the tax benefit to poor kids would far outweigh any benefit that would come from it. what we know from other countries that have a child allowance like the child tax credit is that they have higher workforce participation rates than the united states of america. and that is not surprising.
